Almost Free Text, aka AFT, by Todd Coram, is a document preparation system written in Perl. Its line-oriented syntax bears some resemblence to Tcl, which is not too surprising considering that the author has written a fair amount of Tcl.

On the Perl page, Todd describes considering, and then deciding against rewriting AFT in Tcl.
